Waste and Landfill Compliance Services

Whether you need a one-off permit compliance audit, stand-alone Fire Prevention Plan, or routine compliance support, White Peak Environmental provides a focused range of services designed to help businesses meet their permit obligations and reduce their environmental impact.

Every service provided is grounded in direct experience of specific waste sector regulation and to the ever-changing operational and technical challenges faced by waste businesses operating under environmental permits.

01

Permit Compliance Checks

A thorough, systematic review of your environmental permit conditions — identifying gaps, assessing risk, and providing a clear compliance action plan.

A detailed permit compliance audit that systematically works through your permit conditions, assessing current compliance status against each requirement. Where gaps or risks are identified, a prioritised action plan will be produced with practical recommendations for improvements. Building a tracker for up and coming or routine actions, so that deadlines are not missed.

Compliance checks can be carried out as a one-off exercise — for example ahead of an Environment Agency inspection or following a permit variation — or on a periodic basis as part of an ongoing compliance programme.

02

Environmental Management System Documents

Writing and updating EMS documentation tailored to your site and permit requirements, including management plans, working plans, and operational procedures.

Environmental permits for waste operations require the operator to maintain a suite of management system documents under the umbrella of an overarching EMS document — covering areas such as accident management, fire prevention, odour management, litter and pest control, and climate change risk assessment. These documents need to accurately reflect the activities at the site and be useful in the event of an incident such as a spill, complaint or a fire. These documents are intended to run side by side with the permit and can be used by the regulator to assess compliance. It is therefore vital that they are accurate and reviewed regularly.

White Peak Environmental can produce EMS documentation from scratch or review and revise existing documents to ensure they meet current permit requirements and comply with Environment Agency guidance.

03

Landfill Monitoring Regime & Infrastructure Review

Independent review of landfill monitoring programmes and site infrastructure against permit requirements and Environment Agency technical guidance.

Landfill sites operate under demanding environmental permit conditions and monitoring requirements can vary greatly depending on the site.

White Peak Environmental provides a review of landfill monitoring programmes, assessing whether current arrangements meet permit requirements, Environment Agency technical guidance and any future plans for the site. In doing this it is possible to identify where significant savings can be made in either technician time spent on site and/or lab costs. It is also possible to identify gaps in monitoring coverage that may hinder future permit applications.

Monitoring infrastructure reviews can be undertaken using installation logs and monitoring data to examine whether leachate, gas or groundwater wells are still fit for purpose and providing relevant data. This can provide operators with a clear picture of compliance risk and future maintenance priorities ahead of Environment Agency data reviews or any future permit work.

04

Technical Report Writing (Landfill)

Clear, well-structured technical reports for regulatory submissions, permit variations, and internal recommendations or action plans.

Landfill operators are frequently required to produce technical reports — whether routinely as part of permit conditions, in response to Environment Agency requests, or to support permit variation applications.

Drawing on 20 years of waste sector experience, White Peak Environmental produces technical reports that are clear, well-evidenced, and written with an understanding of what the Environment Agency is looking for. Extensive experience of regulatory submissions for landfill allows the presentation of technical information effectively and in anticipation the questions a report is likely to raise.

White Peak Environmental can assist with annual monitoring reports, gas and groundwater risk assessments and hydrogeological risk assessment reviews, technical justifications for monitoring reductions, Schedule 5 Part B content, specific reviews requested by the regulator.

05

Environment Agency Liaison & Regulatory Support

Experienced, professional communication with the Environment Agency on your behalf — from routine correspondence to permit queries and inspection follow-up.

The relationship between a waste operator and the Environment Agency is an important one. Clear, professional, and well-informed communication helps to build regulatory confidence and can make a significant difference to how compliance issues are handled when they arise.

White Peak Environmental provides support with Environment Agency liaison across a range of situations — drafting correspondence, responding to compliance queries or complaints, preparing for and attending planned site inspections or audits, support following inspections and the issue of CARs, including reviewing the issues raised, developing proportionate actions and preparing evidenced responses to the Environment Agency.

As part of routine compliance support, White Peak Environmental can act as a point of contact for ongoing regulatory correspondence.

06

Permit Awareness Training

Practical, site-specific training for operational and management staff — building understanding of environmental permit obligations and the consequences of non-compliance.

Environmental permit compliance is not solely a management responsibility. Operational staff — those working on site day to day — play a critical role in maintaining compliance, and their understanding of permit requirements can make a significant difference to how a site performs under regulatory scrutiny. Where staff are unaware of what the permit requires, or why certain procedures matter, the risk of inadvertent non-compliance increases.

White Peak Environmental provides permit awareness training tailored to the specific site, permit, and audience. Sessions are designed to be practical and accessible rather than overly technical — focusing on what staff need to know to carry out their roles in a way that supports compliance. Topics can include an overview of the permit and its key conditions, the EMS documents and how to use them, what to do in the event of an incident, how the Environment Agency assesses compliance, and the consequences for non-compliance.

Training can be delivered as a standalone overview session or as part of a broader compliance programme, and can be adapted for different disciplines, specific compliance focuses and audiences.
